Origin
The phrase is composed of four characters. The character 撥 is traditionally glossed as 治, meaning to impose order, govern, manage, repair, or cure. The character 亂 refers to being disordered, chaotic, or upside-down, though it is rarely used as a verb meaning to arrange or manage. The character 反 means to turn over, flip, reverse, or change to an opposite. The character 正 means straight, upright in proper position, or middle.
In terms of character formation, 撥 contains the semantic component 手 (hand) and the phonetic component 發 (to shoot; to launch). 亂 contains the semantic component 乙 (the second of the ten heavenly stems) and the phonetic component 𤔔 (to govern). The component 𤔔 is itself formed from 糸 (thin silk), 冂 (city outskirts; suburbs), and 𠬪 (to give). The character 𠬪 is formed from 爪 (claw; talon; paw; nail) and 又 (again; once more). Finally, 正 contains the semantic component 止 (foot) and the phonetic component 丁 (the fourth of the ten heavenly stems).

Wiktionary etymology text
From the Commentary of Gongyang:
The character 撥 in this phrase is traditionally glossed as 治 (zhì, “to impose order; to govern/manage; to repair/cure; etc.”) — for instance by He Xiu (何休, 129–182 CE) and Yan Shigu (顏師古, 581–645 CE) — whereas 亂 is interpreted as "disordered; chaotic; upside-down". Alternatively (and rarely), 亂 is used as a verb that means "to apply order; to arrange; to manage", and is considered a synonym of 撥 here.
